Business Analyst
Type: Long-term Contract
Location: Columbia, SC 29201
Work Setting: Hybrid (3 days in office, 2 days remote)


Overview

We are seeking a Business Analyst to support small to large-scale technology initiatives within a complex, fast-paced government healthcare environment. This opportunity is ideal for professionals who thrive on change-oriented projects and enjoy working across both business and technical teams to drive impactful solutions.
The Business Analyst will evaluate agency needs, analyze as-is and to-be business processes, and review technical designs to provide strategic recommendations for IT and non-technical solutions. This position requires strong analytical expertise, stakeholder engagement, and documentation skills.


Key Responsibilities

  • Serve as a liaison between business program areas and IT to deliver effective technical solutions that meet user needs.

  • Develop a deep understanding of supported business units and IT systems/capabilities.

  • Analyze operations to identify strengths, weaknesses, and opportunities for automation and process improvement.

  • Support business process redesign and documentation efforts for new technology implementations.

  • Lead requirements gathering sessions with multiple stakeholders.

  • Translate high-level business requirements into functional specifications and manage changes to those specifications.

  • Facilitate communication and negotiation between business units and IT from initial requirements through final implementation.

  • Execute requirements development including elicitation, analysis, specification, and validation.

  • Document and analyze business processes, data requirements, and system relationships.

  • Participate in requirements management processes including change control, version control, tracking, status reporting, and traceability.

  • Provide requirements clarification and guidance to technical and testing teams.

  • Identify risks, issues, and action items, contributing to potential solutions.

  • Interact with vendors, state and federal agencies, providers, beneficiaries, and other stakeholders.

  • Research and maintain business rules, requirements, and models within a repository.

  • Support buy vs. build analysis when applicable.

  • Perform other project-related duties as assigned.


Required Skills

  • 1 years of business analysis experience IBM Cúram software

  • 1 year experience in government IT projects as a business analyst or related duties

  • 1 year experience eliciting, mining, and documenting business rules, processes

  • 2 years Medicaid Eligibility or other healthcare insurance experience

  • Understanding of business modeling techniques, including the use of graphical process flow software


Soft Skills

  • Superb written and oral communications skills, including the ability to write requirements and Use Cases. Very Strong proficiency in English is required.

  • Experience and ability to obtain business processes and requirements information by interviewing business personnel and by mining laws, regulations, and policy documents.

  • Ability to effectively communicate to executive management, line management, project management, and team members.


Required Education

Bachelor’s degree in a technical, business, or healthcare field.
