CAPPS Talent Management Analyst (PeopleSoft HCM)
Location: Remote (Must be located within the Continental United States)
Position Type: Long-Term Contract

Overview
We are seeking an experienced CAPPS Talent Management Analyst to support a large-scale PeopleSoft Human Capital Management (HCM) environment focused on Talent Acquisition, Recruiting, Onboarding, and Performance Management.

This role will provide senior-level functional analysis, configuration, support, testing, reporting, security administration, and process improvement for enterprise Talent Management applications. The ideal candidate has extensive PeopleSoft HCM experience, particularly with Talent Acquisition Management (TAM), Candidate Gateway (CG), OnBoarding, and/or Enterprise Performance Management (ePM).

This position offers the opportunity to support one of the largest statewide ERP environments while collaborating with business stakeholders, technical teams, and HR professionals across multiple agencies.

Key Responsibilities Talent Management Configuration & Administration
  • Configure and support PeopleSoft Talent Acquisition Management (TAM), Candidate Gateway (CG), OnBoarding, and Enterprise Performance Management (ePM)
  • Manage recruiting workflows, onboarding activities, templates, screening criteria, approval routing, and evaluation processes
  • Maintain performance management documents, rating scales, competency models, and workflow configurations
  • Support annual performance management cycles and recruiting initiatives
Security & Access Management
  • Administer security roles, permission lists, and role-based access controls
  • Support onboarding, recruiting, and performance management security configurations
  • Conduct security reviews and support compliance initiatives
  • Ensure protection of sensitive employee and applicant information
Reporting & Analytics
  • Develop and maintain reports, dashboards, and analytics related to:
    • Recruiting metrics
    • Applicant tracking
    • Onboarding completion
    • Performance evaluation cycles
    • Workforce performance trends
  • Support reporting needs for HR leadership and operational stakeholders
Functional Support & Troubleshooting
  • Provide Level 2 support for complex functional issues
  • Troubleshoot workflow, security, integration, and configuration issues
  • Support recruiting, onboarding, and performance management processes
  • Coordinate with technical teams on interfaces, integrations, and batch processing activities
Testing & Documentation
  • Develop and execute:
    • User Acceptance Testing (UAT)
    • Regression Testing
    • Functional Test Scripts
  • Create and maintain:
    • Functional Design Documents
    • Business Process Documentation
    • Training Materials
    • User Guides
Cross-Functional Collaboration
  • Partner with HR teams, business stakeholders, developers, vendors, and technical support teams
  • Gather requirements and recommend process improvements
  • Present findings, recommendations, and project updates to leadership and stakeholder groups
  • Provide mentoring and knowledge transfer to junior analysts

Required Qualifications
  • 8+ years of experience supporting PeopleSoft Talent Management modules including:
    • Talent Acquisition Management (TAM)
    • Candidate Gateway (CG)
    • OnBoarding
    • Performance Management (ePM)
  • 8+ years of experience configuring PeopleSoft HCM applications
  • 8+ years of experience managing Approval Workflow Engine (AWE)
  • 8+ years of experience supporting:
    • Application Designer
    • Integration Broker
    • SQR
    • SQL
    • BI Publisher
  • 8+ years of experience with:
    • UAT
    • Regression Testing
    • Functional Testing
  • Experience supporting enterprise ERP environments
  • Strong knowledge of security administration and role-based access controls
  • Excellent communication and stakeholder management skills

Preferred Qualifications
  • Experience supporting large public-sector ERP environments
  • Experience with PeopleSoft Recruit, TAM/CG, or Taleo recruiting platforms
  • Experience supporting OnBoarding workflows and security
  • Experience with:
    • PUM (PeopleSoft Update Manager)
    • Change Assistant
    • Elastic Search
    • Fluid User Interface
  • Knowledge of:
    • ITIL Framework
    • IT Service Management (ITSM)
    • NIST Security Standards
  • Experience supporting multi-agency or enterprise-wide HR systems

Work Environment
  • Remote position within the Continental United States
  • Occasional travel may be required based on business needs
  • Standard business hours with occasional after-hours support
  • Long-term engagement with extension potential

  • Experienced working with large enterprise ERP systems

  • Self-motivated with the ability to work independently and manage multiple priorities
