Information Technology Project Manager

Type: Long-term Contract (potential for conversion)
Location: Glendale, AZ
Work Setting: Hybrid (Will start fully onsite, with potential for up to three remote days per week)

Our client, a large and growing Arizona public sector organization, is seeking an experienced Information Technology Project Manager to lead enterprise technology initiatives that support critical business operations and community services.

This is an excellent opportunity to manage a diverse portfolio of technology projects while partnering with business stakeholders, executive leadership, and third-party vendors to deliver high-impact solutions. You'll oversee projects from planning through implementation while ensuring they are delivered on schedule, within budget, and aligned with organizational objectives.

Responsibilities

  • Lead large-scale, complex IT projects involving cross-functional business and technical teams.

  • Gather, document, and validate business and technical requirements with stakeholders.

  • Prioritize project work based on organizational needs, timelines, and available resources.

  • Develop and maintain project plans, schedules, budgets, and resource allocations.

  • Coordinate internal teams, external vendors, and implementation partners throughout project lifecycles.

  • Prepare and review RFPs, bid specifications, contracts, change orders, and related project documentation.

  • Evaluate vendor proposals and participate in vendor and contractor selection.

  • Present project status updates, milestones, risks, and budget information to stakeholders and leadership.

  • Provide technical guidance and project support across multiple departments.

  • Collaborate with software vendors to configure solutions and resolve implementation issues.

  • Conduct project assessments to ensure solutions meet business objectives and user requirements.

  • Stay current on emerging technologies, industry trends, and project management best practices.

  • Perform other duties as assigned.

Required Qualifications

  • Bachelor's Degree in Computer Science, Information Management Systems, Project Management, or a related field.

  • Five (5) years of experience in computer systems analysis, design, programming, and project management.

Equivalent combinations of education, training, and experience will be considered. One year of relevant experience may substitute for each year of required education.

Required Knowledge

  • Current industry trends and best practices

  • System Development Life Cycle (SDLC) for new system development and enhancements

  • Project management principles, methodologies, tools, resource allocation, prioritization, and staffing

  • Systems analysis methods and techniques

  • Budgeting and purchasing principles

Required Skills & Abilities

  • Plan, organize, and manage complex technology implementation projects

  • Develop and maintain detailed project schedules

  • Identify business and information management opportunities

  • Analyze problems and develop practical recommendations

  • Effectively prioritize competing initiatives and allocate resources

  • Prepare and present professional reports and project updates

  • Communicate effectively with technical teams, business stakeholders, leadership, and vendors

  • Exercise sound independent judgment

  • Build strong working relationships across all organizational levels

Certifications

  • Must obtain Arizona Criminal Justice Information System (ACJIS) Terminal Operator Certification – Level D (TOC-D) within one month of hire.

  • Must obtain Project Management Professional (PMP) certification within twelve months of hire.
