Senior Business Analyst

Type: Long-term Contract
Location: Columbia, SC 29201
Work Setting: Primarily remote (onsite as needed)


Overview

We are seeking a Senior Business Analyst to analyze an existing enterprise application and recommend user-experience enhancements, usability improvements, and guided workflows. This opportunity focuses heavily on financial system functionality and process optimization within a large-scale government application environment.

The ideal candidate will have deep experience in child support systems and complex financial operations, along with the ability to work independently and deliver practical, actionable improvements.


Scope of Work

This team is responsible for developing and maintaining applications that support statewide child support services operations, including financial processing and client-facing systems.

The selected consultant will focus on enhancing the application’s user interface to make it more interactive, intuitive, and self-guided — particularly within complex financial areas.


Key Responsibilities

  • Provide status updates to the State Functional Manager on assigned tasks.

  • Work independently with minimal guidance to enhance the current application’s user interface.

  • Partner with the Functional Manager and Business Analysts to identify areas for improvement and deliver actionable recommendations.

  • Analyze existing workflows to identify inefficiencies and pain points.

  • Design optimized workflows aligned with state business requirements.

  • Propose enhanced functionality for complex financial activities within the system.

  • Design self-guided workflows including guided navigation, tooltips, and contextual assistance for critical financial areas such as order entry and financial adjustments.

  • Develop user-friendly features such as step-by-step wizards, contextual help, and automated guidance to improve usability and reduce training needs.

  • Conduct stakeholder interviews to gain a comprehensive understanding of business processes.

  • Collaborate with other Business Analysts to develop comprehensive test scenarios and test cases and provide support during testing activities.

  • Participate in regular functional meetings focused on user-reported issues, enhancements, and bug triage to review progress, discuss solutions, and align on priorities.


Required Skills

  • Experience working as a Financial Business Analyst in more than one Child Support Systems

  • Experience working with financial operations (such as receipts, distribution, disbursements, recoupment, and/or reconciliation) in more than one Child Support System

  • Experience in system designing and developing processes for complex workflows

Preferred Skills

  • Experience with Microsoft Team Foundation Server (TFS) and Microsoft Test Manager

  • Experience with SQL query skills to extract, validate and interpret data for decision making

  • Experience with Sharepoint

Required Education

  • BS Degree or equivalent work experience

Additional Skills

  • Proficiency in MS Office suite

  • Ability to communicate (orally and written) effectively with technical, non-technical staff, customers/stakeholders (State and Federal) and executives
