CAPPS Technical Oversight Analyst
Location: Remote (U.S.-Based)
Position Type: Long-Term Contract
Industry: Government / ERP / Financial Systems

Overview
We are seeking a highly experienced CAPPS Technical Oversight Analyst to support the Texas Comptroller's statewide ERP environment and CAPPS (Centralized Accounting and Payroll/Personnel System) Program.

This senior-level role will provide technical oversight, vendor management, application support, service desk leadership, ERP governance, and systems analysis across Financials, HR/Payroll, STARR, and related enterprise platforms. The ideal candidate brings extensive experience supporting Texas state government ERP environments, PeopleSoft technologies, ITIL-based service management, and large-scale enterprise systems.

Key Responsibilities CAPPS Program Oversight
  • Provide technical leadership and oversight supporting:
    • CAPPS Financials
    • HR/Payroll
    • Recruit functionality
    • STARR
    • Ancillary enterprise applications
  • Ensure vendor-delivered solutions comply with established standards, procedures, and SDLC requirements
  • Review functional and technical designs for completeness, scalability, security, and performance
Technical Analysis & Governance
  • Analyze business processes and workflows to evaluate ERP design effectiveness
  • Assess system integrations, upstream/downstream dependencies, and architectural impacts
  • Review code, technical designs, specifications, and migration packages for compliance with established standards
  • Support accessibility compliance and adherence to WCAG 2.1 standards
Service Desk & Application Support
  • Maintain and support enterprise service desk solutions
  • Provide Level 2 support for complex technical issues and incident resolution
  • Perform root cause analysis, troubleshooting, and issue management
  • Maintain technical documentation and knowledge repositories
  • Support integrations, API functionality, reporting, and system monitoring
Project Leadership & Vendor Management
  • Lead technical reviews and oversight activities
  • Conduct executive-level presentations and stakeholder briefings
  • Hold vendors accountable to contractual obligations and service delivery requirements
  • Participate in governance reviews, audits, and compliance activities
Security & Compliance
  • Support IT security initiatives and system protection measures
  • Participate in Disaster Recovery testing and upgrade activities
  • Support annual audits and compliance reviews
  • Ensure adherence to ITIL, SDLC, and information security best practices

Required Qualifications
  • 10+ years of experience supporting Texas state government agencies
  • 10+ years of experience supporting enterprise ERP applications
  • 10+ years of technical project management experience
  • 10+ years of experience creating strategic roadmaps and implementation plans
  • 10+ years of experience delivering executive-level presentations
  • 10+ years of experience managing vendors and enforcing contractual requirements
  • 10+ years of experience with:
    • Data Integration
    • Data Quality
    • Software Development Lifecycle (SDLC)
  • Extensive technical experience with:
    • PeopleSoft FSCM 9.2
    • PeopleSoft HCM 9.2
    • PeopleTools
    • PeopleCode
    • Application Designer
    • PS Query
    • SQR
    • Application Engine
    • Oracle Database
  • 10+ years of experience supporting CAPPS Central production environments
  • Experience supporting large-scale multi-agency ERP environments

Preferred Qualifications
  • Experience supporting statewide financial systems
  • Experience with software and hardware management best practices
  • Experience developing technical specifications for procurements
  • Knowledge of:
    • ITIL Framework
    • IT Service Management (ITSM)
    • IT Asset Management (ITAM)
    • NIST Security Frameworks
  • Experience with BOSSDesk or comparable ITIL-compliant service desk solutions

Work Environment
  • Remote work approved within the continental United States
  • Occasional onsite visits may be required based on business needs
  • Standard business hours with occasional after-hours, weekend, or holiday support
  • Long-term contract with potential renewal opportunities
