Position Overview
We are seeking an experienced Senior IT Project Manager / Business Analyst to support the delivery of complex strategic and tactical technology initiatives within a large enterprise environment.

This position combines senior-level project management with hands-on business analysis. The consultant will lead multi-stakeholder technology projects from initiation through closure while ensuring requirements are clearly defined, scope is controlled, risks are addressed, and projects remain on schedule and within budget.

The ideal candidate can independently manage complex IT initiatives while also facilitating requirements sessions, analyzing business processes, and translating business needs into actionable technical requirements.
Key Responsibilities Project Management
  • Lead projects end-to-end across scope, schedule, budget, risk, quality, communications, and resource coordination.
  • Develop and maintain project plans, schedules, RAID logs, communication plans, status reports, dashboards, and executive updates.
  • Manage cross-functional teams consisting of internal IT, vendors, subject-matter experts, and agency/business partners.
  • Facilitate project work sessions and maintain alignment between sponsors, stakeholders, and delivery teams.
  • Identify project risks, issues, and dependencies and develop appropriate mitigation strategies.
  • Support procurement activities, including RFPs, SOWs, and vendor oversight when needed.
  • Ensure projects comply with established security, governance, records-management, and organizational requirements.
Business Analysis
  • Lead structured requirements-gathering sessions, including interviews, workshops, process modeling, journey mapping, and data analysis.
  • Develop clear and testable:
    • Business requirements
    • Functional requirements
    • Nonfunctional requirements
    • User stories
    • Acceptance criteria
  • Analyze and document current-state and future-state processes, workflows, and data flows.
  • Identify opportunities to improve and re-engineer business processes.
  • Define KPIs and quantify expected business value.
  • Translate business requirements into solution designs in partnership with architecture, security, infrastructure, and data teams.
  • Evaluate build-versus-buy alternatives and support solution diagrams, models, and integration patterns.
Change Management & Implementation
  • Develop change-management and stakeholder communication plans.
  • Coordinate UAT, cutover, readiness planning, and post-launch support.
  • Measure adoption using KPIs, stakeholder feedback, and continuous-improvement processes.
Required Qualifications
  • 7+ years of project management experience managing moderately to highly complex initiatives.
  • 5+ years managing IT, regulatory, compliance, or enterprise-level initiatives.
  • Demonstrated experience in business analysis and business-process redesign.
  • Bachelor's degree.
  • Strong experience managing scope, schedules, budgets, risks, resources, and stakeholders.
  • Ability to independently lead projects with limited supervision.
  • Strong written, verbal, facilitation, and executive communication skills.
  • Ability to effectively partner with diverse technical and business teams in a high-volume environment.
Highly Preferred Skills
  • Experience managing multiple concurrent projects or workstreams.
  • Strong schedule management and resource-planning capabilities.
  • Business-process mapping and re-engineering.
  • Integrated Master Schedule (IMS) experience.
  • Power BI and/or data dashboard experience.
  • PMP, PMI-ACP, or comparable project management certification.

  • RAID and decision logs
