Senior PeopleSoft FSCM Functional Analyst
Type: Long-term Contract
Location: Austin, TX

Position Overview

We are seeking a Senior PeopleSoft FSCM Functional Analyst to support a large-scale enterprise PeopleSoft Financials (FSCM) environment. This senior-level role is responsible for providing functional leadership, production support, system configuration, testing, enhancements, and operational support across multiple PeopleSoft Financials modules within a complex ERP environment.
The ideal candidate possesses deep expertise in PeopleSoft FSCM 9.2, particularly General Ledger, Commitment Control, Cash Receipts, and Project Costing, along with extensive experience supporting enterprise financial systems, driving functional improvements, troubleshooting production issues, and collaborating with technical teams, business stakeholders, and third-party vendors.
This position requires a self-driven professional who thrives in a highly collaborative environment while managing multiple priorities with minimal supervision.


Key Responsibilities

  • Serve as the functional subject matter expert for PeopleSoft FSCM Financials modules, including General Ledger (GL), Commitment Control (KK), Cash Receipts (CR), and Project Costing (PC).

  • Perform functional configuration, maintenance, troubleshooting, and production support for enterprise PeopleSoft Financials.

  • Lead business process improvements, system enhancements, and change management initiatives.

  • Support application releases, upgrades, patching activities, and regression/User Acceptance Testing (UAT).

  • Configure and maintain General Ledger, ChartFields, Ledger Groups, Journal Generator, Allocations, Combination Edit Rules, Accounting Entry Templates, Tree Manager, security, and financial reporting.

  • Support integrations between Financials modules and related enterprise applications.

  • Monitor and troubleshoot batch processing, job scheduling, and production operations.

  • Develop functional design documentation and assist with solution design and system enhancements.

  • Gather business requirements and translate them into functional solutions.

  • Provide advanced Tier II production support and resolve complex application issues.

  • Collaborate with technical teams, managed service providers, business users, and project stakeholders.

  • Participate in major incident response, disaster recovery exercises, and system upgrade testing.

  • Support financial year-end processing, reconciliations, compliance initiatives, audits, and reporting activities.

  • Deliver end-user training, knowledge transfer, and cross-training for junior team members.

  • Ensure solutions align with security standards, accessibility requirements (WCAG 2.1), and ITIL best practices.


Qualifications

Minimum Requirements:

  • 15 years Required – Extensive knowledge and understanding of State of Texas applicable policies.

  • 15 years Required – Extensive technical skillsets needed with App Designer, Integration Broker, assorted SQR/SQL, BI Publisher, SAP Business Objects, etc. to support functional responsibilities.

  • 12 years Required – Extensive knowledge and experience performing system configuration changes.

  • 12 years Required – Extensive knowledge supporting and providing oversight with batch jobs, i.e., Run My Jobs (RMJ).

  • 12 years Required – Extensive knowledge of security best practices, NIST standards, and multi-tenancy applicability for a statewide ERP instance.

  • 12 years Required – Experience working with the General Ledger/Commitment Control core module of PeopleSoft FSCM version 9.2.

  • 10 years Required – Extensive Texas public sector experience, directly working for or supporting a large network (30 or more) of Texas state government agencies.

  • 10 years Required – Extensive experience creating and managing a strategic roadmap by combining strong planning skills, functional insight, and effective cross-functional communication.

  • 10 years Required – Extensive familiarity with support tools such as PUM, Fluid and Elastic Search.

  • 10 years Required – Experience performing functional project management activities in support of a statewide PeopleSoft Financials program.

  • 10 years Required – Experience providing Tier 2 Service Desk Support for a large network (30 or more) of agencies with a Managed Services vendor providing Tier 3.

  • 10 years Required – Experience supporting Priority 1 and Priority 2 incidents in coordination with the Major Incident Management (MIM) process.

  • 10 years Required – Experience participating in Disaster Recovery exercises.

  • 10 years Required – Experience preparing and presenting executive-level presentations.

  • 10 years Required – Experience gathering and presenting applicable data in support of audits and open records requests.

  • 10 years Required – Experience interpreting contractual language and integrating it into daily workflows while holding vendors accountable to contractual requirements.

  • 10 years Required – Extensive experience supporting the PeopleSoft FSCM Financials tower version 9.2.

  • 10 years Required – Experience developing requirements, analyzing, designing, developing, testing, and implementing components of statewide financial systems.

  • 10 years Required – Experience planning and coordinating Fiscal Year-End processes.

  • 8 years Required – Experience preparing WCAG 2.1-compliant materials for distribution.

  • 5 years Required – Experience working with the PeopleSoft Financials Cash Receipts module.

  • 3 years Required – Knowledge of Information Technology Infrastructure Library (ITIL) principles and practices for IT Service Management (ITSM) and IT Asset Management (ITAM).

  • 1 year Required – Experience working with the PeopleSoft Project Costing module version 9.2.

Preferred Qualifications:

  • 12 years Preferred – Experience working with the Asset Management core module of PeopleSoft FSCM version 9.2.

  • 12 years Preferred – Experience working with the Accounts Payable core module of PeopleSoft FSCM version 9.2.

  • 12 years Preferred – Experience working with the Purchasing/eProcurement core module of PeopleSoft FSCM version 9.2.

  • 10 years Preferred – Experience supporting production activities for statewide legacy financial systems.

  • 6 years Preferred – Experience working with the Accounts Receivable/Billing non-core module of PeopleSoft FSCM version 9.2.

  • 6 years Preferred – Experience working with the Inventory non-core module of PeopleSoft FSCM version 9.2.

  • 6 years Preferred – Experience working with the Project Costing non-core module of PeopleSoft FSCM version 9.2.

  • 6 years Preferred – Experience working with the Strategic Sourcing non-core module of PeopleSoft FSCM version 9.2.
