Telecom Billing Modernization Architect (Mainframe to AWS) Locations: Dallas, TX | Basking Ridge, NJ | Raleigh, NC | Tampa, FL Position Type: Contract ***NOT open to third parties*** Work Arrangement: Onsite Overview We are seeking an experienced Telecom Billing Modernization Architect to lead the assessment, modernization, and migration of a large-scale telecommunications billing platform from legacy mainframe technologies to AWS.
This role is ideal for a senior consultant with deep expertise in telecommunications billing, mainframe systems, and cloud modernization. You'll serve as the technical bridge between business stakeholders and engineering teams, helping define migration strategy, modernize legacy billing applications, and ensure billing accuracy throughout the transformation. Key Responsibilities
Telecom Billing Expertise
Analyze and document existing telecommunications billing platforms, business rules, and operational workflows.
Provide subject matter expertise across the end-to-end telecom billing lifecycle, including:
Rating
Charging
Mediation
Billing & Invoicing
Settlement
Revenue Assurance
Dispute Management
Support billing environments spanning mobile, broadband, fixed-line, prepaid/postpaid, wholesale, and converged services.
Understand usage record processing (CDRs, EDRs, UDRs) and downstream integrations with financial and revenue systems.
Mainframe Modernization
Analyze legacy mainframe billing applications and document current-state architecture.
Reverse-engineer undocumented COBOL business logic and billing processes.
Evaluate modernization approaches, including rehost, replatform, refactor, and replacement strategies.
Support decomposition of monolithic applications into modern, cloud-native services.
Develop migration strategies for applications, data, and interfaces.
Design ETL, reconciliation, and validation processes to ensure billing accuracy and revenue integrity.
Support API-driven and event-driven integration architectures.
Program Leadership
Partner with business stakeholders, architects, and delivery teams throughout the modernization effort.
Develop cutover, rollback, and parallel-run strategies to minimize implementation risk.
Support revenue assurance, testing, and post-migration validation.
Mentor internal teams on legacy platforms, cloud technologies, and modernization best practices.
Required Qualifications
10+ years of experience in telecommunications billing systems.
Deep understanding of the complete telecom billing lifecycle.
Experience supporting:
Mobile
Fixed-line
Broadband
Wholesale/Interconnect
Prepaid & Postpaid billing
Extensive mainframe experience including:
COBOL
JCL
DB2
IMS
VSAM
CICS
PL/I
Assembler
Experience reverse-engineering legacy applications and documenting business rules.
Experience with high-volume batch processing and job scheduling tools (Control-M, TWS/OPC, or similar).
Experience designing and executing mainframe modernization initiatives.
Strong understanding of AWS modernization strategies and cloud-native architectures.
